House panel favors arbitration for surprise bills

The House Ways and Means Committee voted to advance legislation meant to address unexpected bills for out-of-network care by resolving payment disputes through arbitration, in contrast with rival proposals that would rely on benchmark rates in setting payments. The White House, meanwhile, warned against the use of an arbitration-only approach, saying it could raise health care costs.
