Phillips 66 wants to build an offshore crude oil export facility capable of loading very large crude carriers east of Corpus Christi, Texas and has started approaching public officials about the proposal earlier this month. The project, dubbed Bluewater Texas Terminal, would be a collaboration with the Port of Corpus Christi that would "provide US oil producers another outlet for their increasing volumes."
