Tribes can challenge Army COE conclusion on Dakota Access Pipeline

Four Native American tribes can dispute the Army Corps of Engineers' conclusion that the $3.8 billion Dakota Access Pipeline wouldn't adversely affect them in the event of an oil spill, a US district judge says. The tribes believe the Corps unjustifiably fast-tracked its conclusion, but the Corps maintain the tribes have not been easy to work with.
