Marathon Petroleum is holding preliminary talks with ExxonMobil and Plains All American Pipeline to join their partnership to build a 1-million-barrel-a-day, oil-and-condensate pipeline from the Permian Basin to the US Gulf Coast that would be in service by early 2021.
