Saudi Arabia is claiming diplomatic immunity under the Vienna Convention with regard to a lawsuit accusing the kingdom of liability in the Sept. 11 terrorist attacks. Sean Carter, representing Sept. 11 victims' families in federal court in New York, said allowing Saudi Arabia to claim diplomatic immunity would mean that "states could simply organize terrorist attacks using their diplomatic and consular facilities."
