US District Judge Manuel Real on Wednesday ruled the Justice Department cannot withhold law-enforcement grant funds from Los Angeles based on the city's refusal to comply with certain federal immigration-enforcement activities. Justice Department spokesperson Devin O'Malley said the department still plans to defend its position, calling the decision "overbroad and inconsistent with the rule of law."
