The Department of Health and Human Services has clarified that pharmacists in all states may order and administer tests for COVID-19 under the Public Readiness and Emergency Preparedness Act. Secretary of HHS Alex Azar enabled the PREP Act on February 4th, which preempts state licensing laws during the pandemic but is not a permanent authorization.
