A proposed North American rail line running from the Mexican Pacific Coast to Winnipeg, Manitoba, would include a logistics terminal in Winnipeg and an expanded shipyard at Mexico's Port of Mazatlan. Mexico-based Caxxor Group is pursuing investors for the transcontinental project, which could cost between $1 billion and $3 billion, said Carlos Ortiz, president of Caxxor Group.
