Construction of 18 miles of new levee proposed for Louisiana's St. John the Baptist Parish may be delayed if it's necessary once again to open the Bonnet Carre Spillway, and the Army Corps of Engineers is working quickly to stockpile clay from the area for later use. The levee is part of the $760 million West Shore Lake Pontchartrain Hurricane Risk Reduction Project, which includes four pump stations and two drainage gates.
