American Association of State Highway and Transportation Officials Executive Director Jim Tymon has expressed optimism that Congress might discuss infrastructure after the partial shutdown ends, and he warned against "[mistaking] the success of raising revenue at the state level as an excuse for the federal government to walk away from their responsibility."
