The Environmental Protection Agency has invited the Fargo-Moorhead Diversion Authority to seek a $510 million low-interest loan that would go toward a $2.75 billion diversion to protect the Fargo-Moorhead metropolitan area from major flooding. The application could take up to 16 months to approve, but EPA Administrator Andrew Wheeler says the authority is "on firm ground for obtaining the loan."
