Pandemics do not cause the kind of heavy physical infrastructure damage engineers see during natural disasters, but the onus is still on state transportation departments to ensure structures are functioning well, said Herby Lissade, an engineer with the California Department of Transportation. However, "[eighty percent] of pandemic response is like a normal disaster response," with the remaining 20% putting the affected people first, said Kim Fletcher, a consultant with CNA.
