The Massachusetts Department of Transportation is opting for a $1 billion plan to demolish the Interstate 90 viaduct at Boston's western entrance and rebuild the portion of the Massachusetts Turnpike at ground level. The plan allows for more area to create parks, more space for cyclists and pedestrians, and greater potential for development.
