The Federal Transit Administration will allow Seattle's Sound Transit to begin the engineering phase of a planned light rail extension to Federal Way, Wash., setting the stage for potentially $790 million in federal funding. "[The FTA] won't advance projects to engineering if they don't think they're going to get to the full grant agreement," Sound Transit CEO Peter Rogoff says.
