Before the Boeing 737 Max was approved for use as an airliner, three unions representing Federal Aviation Administration inspectors said in a strongly critical report that the US regulator had given Boeing too much authority to evaluate itself and that the aircraft had flaws that affected safety. The 2017 report identified problems with the aircraft's flight-control system and a refueling system that could cause spills.
