Maryland State Police helicopter flights are part of a plan to reduce violent crime in Baltimore, and the city may consider enlisting the services of a surveillance plane as well. State police will "conduct law enforcement tactical flights over Baltimore whenever their duties bring them into or near the city," Gov. Larry Hogan says.
