The Army Corps of Engineers and the General Services Administration fall short in their ability to provide for contract changes, according to a report by the Government Accountability Office. A lack of automation and routine management review to identify problems might lead to delays in cost resolution and project completion, which could adversely affect contractors, the GAO says.
