Covestro intends to spend $1.7 billion to expand its plant in Baytown, Texas, to include a new unit that will help the company produce 1.1 billion tons of a polyurethane base chemical. The capital investment is believed to be Covestro's largest, and the unit is expected to be operational in 2024.
