The proposed Darlington Dry Dam in Louisiana could help alleviate flooding from the Amite River in three parishes, but the US Army Corps of Engineers is seeking 3½ more years and another $6 million to evaluate the project's risks and possible cultural effects. At issue are soil conditions and other factors that could threaten the 3.6-mile-long, 86-foot-tall earthen dam.
