The Pennsylvania Department of Transportation says it is short on funds for repairs to roads and bridges, despite having the highest gasoline tax in the country. The coronavirus pandemic is largely to blame, and the governor predicts reduced traffic will slash gas tax revenue by as much as $800 million during the next 18 months.
