The Pittsburgh district of the Army Corps of Engineers has budgeted $22 million to upgrade the Montgomery Locks near Monaca, Pa., and work is expected to begin this year. The project is part of a $2.6 billion, multiyear initiative to replace locks at the Dashields, Emsworth and Montgomery locks.
