Jacobs has unveiled its proposal for a convention center in Jacksonville, Fla., and would handle $598 million in upfront construction costs as well as manage the center once built, with the city paying the company $1.2 billion over 25 years. A second proposal from Rimrock Devlin and DeBartolo Development would also include post-construction management and puts building costs at $450 million, with the city paying $936 million over 30 years.
