The Federal Highway Administration has proposed abandoning old benchmarks for work on interstate highways and other major roads and adopting standards promoted by the American Association of State Highway and Transportation Officials. The FHWA says the change would allow state departments of transportation greater leeway for resurfacing, restoration and rehabilitation projects.
