The Army Corps of Engineers is undertaking the first phase of a project to build flood-protection levees against storm surge in Orange County, Texas. Contractors are beginning survey work for the estimated $5.6 billion project, which includes 15 miles of levees, 11 miles of floodways and seven floodgates.
