A report by the Federal Railroad Administration and New Jersey Transit estimates that it will cost $13 billion to build a new tunnel under the Hudson River, and total improvements to the Northeast Corridor rail system for the entire Gateway project could cost $29.1 billion. No federal funding has been made available for the project, but officials say they are still moving forward, hoping to begin construction in 2019.
