The Justice Department and New York City reached an agreement on $3 billion in repairs to a reservoir in Yonkers, N.Y., to comply with the Safe Drinking Water Act. The city must add a concrete cover, replace the Hillview Reservoir's sluice gates and build a new underground aqueduct section between a separate reservoir and an ultraviolet treatment facility.
