A pilot program in Oklahoma run by the SPCA accepts any horse, regardless of health, as well as other equines in an effort to reduce cruelty, neglect and abandonment. Owners of horses brought to the rescue facility are often physically unable to provide adequate care or are moving, and information gathered through the program will be shared with the equine and animal shelter community to help with development of a national plan.
