Pennsylvania residents who leave their pets exposed to dangerously cold weather or otherwise mistreat or neglect their pets could be charged with a felony under a statute known as Libre's Law. "The new law is pretty clear. Anything under 32 degrees, anything over 90 degrees, your dogs are not allowed outside for more than 20 minutes," said Mercer County Humane Officer Paul Tobin.
