As temperatures in San Antonio dip below freezing, Animal Care Services is reminding residents of its zero-tolerance policy for pets left outdoors without adequate food, water or a shelter that includes walls, a roof and an elevated floor, at minimum. Elderly or sick animals should not be left outdoors; short-haired animals that spend time outdoors should be fitted with a sweater; and any animal that spends significant time outdoors in the cold needs extra food to stay warm, the department says.
