Budget cuts to the Department of Environmental Services' Solid Waste Management Division that manages New Hampshire's recycling programs have caused the state's waste infrastructure to deteriorate, a state legislative study finds. The lack of oversight and planning has created an "evolving solid waste emergency," as half of the state's waste originates from outside New Hampshire, according to the report, which recommends reinstating funding and revising state recycling and waste laws.
