State officials in Maine have issued a measure directing the state's Department of Environmental Protection to draft legislation for closer cooperation between packaging manufacturers and municipalities on recycling. Under the measure, companies would be required to cover the bulk of the cost of recycling materials, as well as pay higher fees for materials that aren't easily recyclable.
