A bipartisan bill in Congress is proposing businesses pay for the collection and recycling of the materials they produce, and the legislation seeks to eliminate single-use plastics and styrofoam cups, says bill co-sponsor Sen. Tom Udall, D-N.M. The bill also wants to create a nationwide 10-cent container deposit and impose a moratorium on new virgin plastic facilities.
