Regulators in California and New York have approved Cigna's proposed $67 billion acquisition of pharmacy benefit manager Express Scripts, putting the companies one step closer to finalizing the deal by the end of this year. "We continue to work with regulators in New Jersey, the one outstanding state where approval is required, and continue to expect that the transaction will close by the end of 2018, subject to the satisfaction of all closing conditions," the companies said in a regulatory filing.
