A proposal from the US Education Department would remove the current 50% cap on the amount of college and university courses that can be outsourced to private companies or other institutions. Diane Auer Jones, the department's principal deputy undersecretary, says she believes few colleges would outsource 100% of programs, but critics say the move could provide access to federal student loans to low-quality companies.
