As Hurricane Barry was downgraded to a tropical storm and moved inland during the weekend, the Port of New Orleans resumed normal operations while numerous roads throughout Louisiana remained closed, some rail operations were disrupted and communities from Texas to Illinois were under flood alerts. The Federal Motor Carrier Safety Administration acted before the storm to lift some hours-of-service rules in 21 states for drivers and fleets conducting relief efforts.
