Negotiations over the rebuilding of the former World Trade Center site in Manhattan could soon move to binding arbitration. Developer Larry Silverstein, who wants to build three towers at the site, said he may trigger a clause in a lease with the Port Authority of New York and New Jersey that would send the dispute to arbitration in two weeks. Analysts say it could take months to resolve the dispute in arbitration.

For insurance purposes, a federal jury has decided the destruction of the World Trade Center's twin towers was two separate incidents, meaning leaseholder Larry Silverstein could collect up to $4.6 billion from insurers. Silverstein lost an earlier trial on the issue and said he was thrilled with the new verdict.

Architect Daniel Libeskind, whose new World Trade Center design won an international competition, met with David Childs, who is the architect for developer Larry Silverstein, and the two reportedly agreed to work together on the new tower design. In a separate WTC development, Silverstein's company and lender GMAC Commercial Mortgage were discussing settlement of their lawsuit over GMAC's obligations to the site rebuilding effort.

Daniel Libeskind, whose design for the new World Trade Center towers won an international competition, is set to discuss his differences over design issues with architect David Childs. Childs, who is the architect for World Trade Center leaseholder Larry Silverstein, was appointed by Silverstein as the head of the design team.
