Construction continues on the Gansevoort Peninsula Park project on the Hudson River, which include a public beach, soccer field, walkways and other features. The 5.5-acre recreational space is expected to be finished by the end of 2023.

Gale Brewer, borough president for Manhattan, says changes must be made to the SoHo/NoHo rezoning project to win her support. Brewer offered no specifics, but said she plans to work with stakeholders and planners to increase the number of affordable housing units and protect long-term residents as well as the arts scene.

New York Governor Kathy Hochul signed legislation this week that will hold general contractors liable for wages owed to workers by subcontractors and allow prime contractors to withhold payment when subcontractors do not provide payroll data. Hochul also prolonged the shared work benefits program and signed a bill that requires prevailing wages for some building service employees.

Twenty years after 9/11, two major projects at the Lower Manhattan site remain unfinished -- a second tower plus a residential building on the old Deutsche Bank site. "The strategy of creating a mixed-use neighborhood has taken hold," says Carl Weisbrod, who is on the board of the Lower Manhattan Development Corporation.

New York's Metropolitan Transit Authority plans to examine the feasibility of providing passenger rail service to the outer boroughs using existing freight lines. The Triboro Line, which could cost at least $1 billion, would offer service from the Brooklyn Army Terminal in Sunset Park to East New York and then run through Brownsville, Bushwick, Queens and the Bronx.
