United Nations Secretary-General Antonio Guterres proposed ending the UN peacekeeping mission in Haiti and withdrawing all military personnel by Oct. 15. Guterres suggested to Security Council members that a smaller peacekeeping force be formed to continue support for police training and rule of law.

US District Judge Scott Skavdahl on Thursday approved a joint motion by parties to delay the implementation of federal rules governing hydraulic fracturing until the middle of next month.
