Vanguard Chief Investment Officer Mortimer "Tim" Buckley will become CEO on Jan. 1, succeeding F. William McNabb III. Buckley will be charged with continuing growth of the company, which is the world's second-largest asset manager, with $4.4 trillion in assets under management.
