The Western Governors Association is working on a program that would pave the way for the development of energy resources in western states. Fossil fuels and renewable energy will be considered in the plan, said Rich Halvey, a program director with the association. "What the governors have said is not that we want to pick a winner or a loser but that we want to make sure that the rules are such that everybody can play with a degree of fairness," Halvey said.
