Canadian provinces mull best definition of bullying
In Canada, provinces are defining -- and guarding against -- student bullying in different ways, with Quebec requiring repeated acts before an incident can be considered bullying and Manitoba including a single "intent to cause hurt feelings" in its definition. In some cases, officials say they have purposefully adopted broad language regarding bullying -- a move that some critics say could lead too many students to be needlessly identified as bullies.
