Illinois Gov. Pat Quinn's $1 billion Clean Water Initiative will create 9,700 construction jobs and upgrade the state's water mains, water treatment plants and sewer lines. The state needs an estimated $32 billion over the next two decades to improve its deteriorating water infrastructure, according to the Environmental Protection Agency.
