The New Braunfels, Texas, City Council will consider approving a $1.5 billion development outside city limits that would include a water-improvement district. The developer hopes to establish the district to generate funds that would pay for infrastructure improvements before the development is built. The Veramendi master planned community would cover about 2,400 acres with businesses, health care facilities, residential units and schools.
