Leap Wireless tapped its finance chief Jerry Elliot to become president and chief operating officer, just six months after he joined the company. Leap launched Long-Term Evolution services in Philadelphia and Phoenix, as well as six Texas markets. The carrier also introduced the LG Optimus Regard and Samsung Galaxy S III -- its first pair of phones that support the prepaid carrier's LTE network -- as well as new LTE packages.
