Obama's signature guarantees COLA increase
Four million veterans and survivors will receive a 1.7% cost-of-living benefit increase beginning in January, under legislation signed by President Barack Obama. Veterans will on average see a $500 increase in their yearly benefits under the adjustment, said Sen. Jon Tester, D-Mont.
