How will NCLB waivers affect disadvantaged students?

States that were granted waivers on Thursday from some requirements of No Child Left Behind will have new flexibility in assessing the performance of students and subgroups under federal law. While some say the changes could make it easier for states to overlook poor performance among subgroups, such as minority students and students with disabilities, Obama administration officials said the new accountability systems will be more inclusive of those students.
