Calif. budget deal would boost spending on disadvantaged students

Lawmakers in California are expected to vote Friday on a 2013-14 budget that would provide more money for students from disadvantaged backgrounds and give school districts more control over how they spend their funding. The plan, put forth by Gov. Jerry Brown, is being billed as a drastic overhaul from how the state has issued school funds over the past four decades.
