Funding shortage forces counties to use gravel, not pavement

Short on cash, a North Dakota county has resorted to graveling its roads rather than repaving deteriorated thoroughfares. Like other regions struggling to pay for infrastructure, Stutsman County has invested $400,000 in an RM300 Caterpillar rotary mixer to mash asphalt into gravel. From the Dakotas to Michigan and Alabama, states nationwide are turning to gravel as they respond to a shortage of infrastructure funds.
