Budget shortages force states, schools to consider more cuts, fees

States and school districts are working to find solutions to budget constraints that are threatening all but the most essential programs. For example, Washington state Gov. Chris Gregoire is proposing to eliminate school-bus service for all students to help offset a $2 billion shortfall. While no other state has eliminated school transportation altogether, other states and districts are charging fees for school supplies or participation in extracurricular activities.
