Pentagon shouldn't get leeway on cuts, White House says

President Barack Obama says he rejects a plan gaining traction among GOP lawmakers to allow the Pentagon to determine how to carry out sequestration cuts, and he's joined in that stance by Sen. Carl Levin, D-Mich., chairman of the Senate Armed Services Committee. Levin says it's Congress' job to manage the cuts and Obama says "there's no smart way" to make choices between which programs to keep and which to cut.
